The Section on African Public Administration—SAPA—pursues goals and objectives that align with ASPA’s commitment to public service and reinforce those of its existing sections. Although progress has been made over the last half-century, much work remains to be done to better align the public service with, and ground it in, the awareness of Africa’s indigenous ontological and epistemological values—how African society expresses and appreciates the sense of the common good. There is agreement that Africa’s public service is largely an administrative class separated and disconnected from the society that it is expected to draw from and work for. Thus SAPA’s first goal is to serve as a well-grounded public service champion, providing systematic analysis, commentary, and articulation of on-the-ground plight of public service and public servants in the context of the UN’s Agenda 2030 and Africa’s Agenda 2063 for transformation. SAPA will do so by encouraging its members to pursue and present research that examines advances in innovative governance practices with the goal of fostering conversations about unique needs and challenges of public service in social, political, and economic development. Exploring innovative conceptual frameworks and practical tools and abilities will serve the best interest of the emerging public service environment in Africa.

Goals

Provide systematic analysis, commentary, and articulation of on-‐the-‐ground plight of public service in the context of UN 2030 and Africa 2063 goals
Collaborate actively with ASPA and the National Council on advocating for “diverse representation” in Africa’s public service organizations
Promote the sense of “ethical responsibility,” focusing on the exploration of professional, democratic, constitutional, and human values
Encourage research that explores indigenous concepts such as “ubuntu” [humanity] and “abunzi” [reconciliation] and their potential integration into public service norms
Intended activities
Liaise with public sector institutions on the African continent and support country policy and public Administration organizations
Establish institutional relationships with regional and international development agencies with focus On Africa
Contribute to strengthening the capacity of country policy and public administration organizations via action-oriented research
Organize multidisciplinary annual research conference on current burning public management, governance and development issues bringing together scholars, practitioners and policy makers
Publish a quarterly newsletter on public administrator, governance and development in Africa including historical aspects of the profession, homegrown initiative and best practices in development
Raise resources for and provide scholarship opportunities on research in public administration & policy implementation in Africa
